California Alternative Energy and Advanced Transportation Financing Authority (CAEATFA)

The California Alternative Energy and Advanced Transportation Financing Authority (CAEATFA) offers a full sales and use tax exclusion to manufacturers that promote alternative energy and advanced transportation.


Brownfields Revolving Loan Fund Program

California Department of Toxic Substances Control

This program provides low-interest rate loans between $200,000 and $900,000 for financing cleanup activities of sites by eligible public or private property owners, including government agencies, private property owners as well as non-profit organizations.


California Capital Access Program

California Pollution Control Financing Authority (CPCFA)

This program encourages lenders to make loans to small businesses that may have difficulty obtaining capital. These credit enhancement mechanisms minimizes the credit risk for lenders, and makes it possible for new and existing businesses in California to qualify for small business loans.


California Competes Tax Credit

California Governor's Office of Business and Economic Development

The California Competes Tax Credit is an income tax credit available to businesses who want to come, stay, or grow in California.


California Infrastructure and Economic Development Bank (IBank) CLEEN Center 

The IBank established the California Lending for Energy and Environmental Needs (CLEEN) Center to offer financing to public agencies and non-profit corporations to help achieve the State’s greenhouse gas reduction goals and increase market confidence in green investing.


California Pollution Control Financing Authority (CPCFA)

The California Pollution Control Financing Authority provides tax-exempt bond financing for pollution control projects. The securities pay for acquisition, construction or installation of qualified pollution control, water furnishing, waste disposal, waste recovery facilities, and equipment.


California Preservation Incentives 

Office of Historic Preservation

A wide variety of local, state and federal incentives are available for property owners who opt to repair and rehabilitate historical resources rather than turn to demolition and new construction. To learn more, visit the Office of Historic Preservation website.


California’s Workforce Development Board

The California Workforce Development Board works to serve employment and training needs for companies. Employee recruitment and technical assistance services are predominantly provided through regional One-Stop Career Centers at no cost.

Economic Development Rate Program

California Public Utilities Commission

This program gives special utility discounts for businesses that require high-energy loads to operate, or continue operating, in California.


Employment Training Panel 

The Employment Training Panel (ETP) provides funding to employers to assist in upgrading the skills of their workers through training that leads to well-paying, long-term jobs.


Export-Import Bank

This bank is the official export credit agency of the United States. Its mission is to ensure that U.S. companies — large and small — have access to the financing they need to turn export opportunities into sales.


Industrial Development Bonds

Industrial development bonds provide financing for the acquisition, construction, rehabilitation and equipping of manufacturing and processing facilities for private companies.


Joint Venture Program

This program allows companies to establish enterprises inside California’s prisons to employ inmates. Employers pay comparable wages, but save substantially on employment benefit costs. Employees selected to participate have a strong desire to work and learn job skills.

 


JumpStart Loan Guarantee Program

Small Business Finance Center (SBFC)

The program provides microloans for low-wealth entrepreneurs located in a low wealth community or disaster area.


New Employment Credit

State of California Franchise Tax Board

The New Employment Credit is an income tax credit available to companies that hire qualified full-time employees within designated geographic areas.


Providing Loan Assistance for California Equipment (PLACE) Program

California Air Resources Board

The California Air Resources Board offers financing opportunities for off-road vehicles, fleet vehicles, and equipment used in freight movement.


Recycling Market Development Zone Loan Program

CalRecycle

This program provides attractive loans, technical assistance, and free product marketing to businesses that use materials from the waste stream to manufacture their products and are located in a zone.


Research & Development Tax Credit

State of California Franchise Tax Board

A business may qualify for an income tax credit if it paid for or incurred qualified research expenses while conducting qualified research activity in California. Qualified research expenses include wages, supplies, and contract research costs.


Sales and Use Tax Exemption for Manufacturing

California Department of Tax and Fee Administration

The California Department of Tax and Fee Administration administers a partial exemption of sales and use tax on certain manufacturing and research and development equipment purchases and leases.


Self-Generation Incentive Program

California Public Utilities Commission

This program provides rebates for qualifying distributed energy systems installed on the customer’s side of the utility meter. Qualifying technologies include wind turbines, waste heat to power technologies, pressure reduction turbines, internal combustion engines, microturbines, gas turbines, fuel cells, and advanced energy storage systems.


Small Business Certification Program

DGS General Services

Certified small business (SBs) and microbusinesses (MBs) are entitled to benefits in the state contracting process.


Small Business Loan Guarantee Program

Small Business Finance Center

This program provides “access to capital” that may not have been available to growing businesses without this guarantee.  The guarantee minimizes the credit risk for lenders, and makes it possible for new and existing businesses in California to qualify for small business loans.


Teleproduction Exemption 

Sales & Use Tax Exemptions

The California Department of Tax and Fee Administration offers a partial sales and use tax exemption for the sale, storage, use or other consumption of machinery, equipment including component parts to a qualified person used primarily in teleproduction or other postproduction service.


The California Apprenticeship Initiative

Apprenticeship offers the right blend of “learning by doing” and theoretical instruction “in-class” to produce workers who have the necessary skills for each industry. This initiative is administered by the California Community Colleges Chancellor’s Office, in close partnership with the Division of Apprenticeship Standards, to provide businesses with guidance for setting up an apprenticeship program.

Alternative Motor Vehicle Credit

If you purchase a fuel cell motor vehicle (such as electric or hybrid car) and start driving it during the tax year, you can use Form 8910 to claim up to $4,000 in credit on your individual federal taxes for lighter vehicles and up to $40,000 for heavier vehicles. The credit attributable to depreciable property (vehicles used for business or investment purposes) is treated as a general business credit.

Biodiesel and Renewable Diesel Fuels Credit

If your company produces, sells, or uses biodiesel or renewable fuels, you can use Form 8864 to claim a credit on your federal taxes that far exceeds the federal tax on the fuel. This credit can be claimed for sale or use of the following fuels: biodiesel, renewable diesel, biodiesel mixture, renewable diesel mixture, and small agro-biodiesel producers.

More than $220 million in prize money has been offered since 2010, along with valuable and unique incentive prizes.

 


Clean Energy Loan Guarantee Program (Title XVII)

The Title XVII Innovative Clean Energy Projects Loan Program provides loan guarantees to accelerate the deployment of innovative clean energy technology. This covers a wide range of energy technologies, including advanced fossil energy, nuclear energy, renewable energy, and energy efficiency. Loan guarantees are made to qualified projects and applicants who apply for funding in response to open technology-specific solicitations. Eligible projects must utilize a new or significantly improved technology, avoid, reduce or sequester greenhouse gases, be located in the United States, and have reasonable prospect of repayment.

 


Credit for Increasing Research Activities

This federal tax credit is designed to encourage businesses to increase the amount they spend on research and experimental activities from year to year. You can use Form 6765 to determine how much credit you can claim; the form instructions include details on what research activities qualify for this credit.

 


Credit for Small Employer Pension Plan Startup Costs

As a small employer, when you set up a qualified retirement plan for your employees, you may be able to claim 50 percent of your setup and administration costs as a tax credit for the first 3 years of the plan. 

 


Deducting Business Expenses

Business expenses are the cost of carrying on a trade or business, including the cost of goods sold, employees’ pay, retirement plans, property rent, interest on business loans, some taxes, and insurance. You can usually deduct these expenses from your taxes if your business operates to make a profit. 

 


Distilled Spirits Credit

This tax credit is available to distillers and importers of distilled spirits and eligible wholesalers of distilled spirits.

 


Domestic Production Activities Deduction

If you hire employees in the United States or base your production and manufacturing activities here, you may be able to claim a 9 percent deduction off your taxes. This deduction is designed to encourage domestic production and covers a broad range of production activities, including selling items manufactured in the United States, construction services, engineering and architectural services, and software development. 

 


EB-5 Immigrant Investor Visa Program

USCIS administers the EB-5 Program. Under this program, entrepreneurs (and their spouses and unmarried children under 21) are eligible to apply for a green card (permanent residence) if they: Make the necessary investment in a commercial enterprise in the United States; and Plan to create or preserve 10 permanent full-time jobs for qualified U.S. workers. 

 


Economic Injury Disaster Loans

Economic Injury Disaster Loans (EIDLs) are working capital loans available to qualified small businesses, private nonprofit organizations of all sizes, and small agricultural cooperatives that suffered financial losses because of a natural disaster, regardless of physical damage. This assistance is administered by the Small Business Administration.

Energy-Efficient Commercial Building Tax Deduction

The Commercial Building Tax Deduction expired in January 2015, but may be extended by Congress. This tax deduction relates to expenses incurred for energy efficient building expenditures made by a building owner, such as improvements to interior lighting, HVAC and hot water systems, and building envelope systems. 

 


Environmental Exports Program

EXIM provides financing to help mitigate risk for U.S.-based environmental companies, and offers competitive financing terms to international buyers for the purchase of U.S.-made environmental goods and services.

The SBIR program funds small businesses and helps translate innovative ideas into commercial products that address environmental problems. 

 


Export Administration Regulations (EAR) Decision Tree Tools

BIS offers online tools to help exporters determine the requirements for the export, reexport or transfer of items subject to the EAR. Exporters can use BIS tools to help determine 1) the classification of an item subject to the EAR, 2) if an item is specially designed under the EAR, 3) if an item is eligible for shipment under License Exception Strategic Trade Authorization, and finally, 4) if a non-U.S.-made item that is located outside the United States is subject to the EAR. 

 


Export Control Regulatory Compliance Assistance

The Bureau of Industry and Security (BIS) provides regulatory, policy, and procedural guidance to businesses to help them understand and comply with their regulatory obligations for the export, reexport, or transfer (in-country) of items subject to the Export Administration Regulations (EAR). BIS provides educational seminars nationwide in addition to free one-on-one counseling assistance to companies via online form or by phone at (202) 482–4811 or (949) 660–0144. BIS also maintains a list of recent changes to the EAR.

 This program helps U.S.-based businesses reduce their export costs and enhance their competitiveness in export markets. It enables the formation of U.S. export joint ventures that help firms achieve economies of scale, boost their negotiating power, fill large export orders, and reduce shipping costs, while also enjoying substantive federal antitrust protection.

This program encourages private sector investment in the rehabilitation and re-use of historic buildings.

Foreign Market Development Program (FMD)

The Foreign Market Development (FMD) Program, also known as the Cooperator Program, helps create, expand and maintain long-term export markets for U.S. agricultural products. Under the program, FAS partners with U.S. agricultural producers and processors, who are represented by non-profit commodity or trade associations called “cooperators,” to promote U.S. commodities overseas. Each year, FAS announces the FMD application period and criteria in the Federal Register. Organizations apply for the FMD program through the Unified Export Strategy (UES) process, which allows applicants to request funding from multiple USDA market development programs through a single, strategically coordinated proposal.

Grants.gov provides a centralized location for grant seekers to find and apply for federal funding opportunities. Today, the Grants.gov system houses information on over 1,000 grant programs and vets grant applications for federal grant-making agencies. 

 


HUBZone program

The Industry University Collaborative Research Center (I/UCRC) program provides the funding opportunity for universities and industry to initiate and grow long term partnerships for conducting pre-competitive research on topics of mutual benefit in an educational environment. International Buyer Program (IBP)

The International Buyer Program (IBP) promotes international attendance at major U.S. industry exhibitions, helping U.S. exhibitors interested in exporting to meet with qualified prospective overseas trade partners. The IBP also supports U.S.-based companies at these exhibitions with a variety of services, including export counseling, marketing analysis, and matchmaking services. 

 


Inventors Assistance Center

The Inventors Assistance Center (IAC) engages in a range of educational and outreach services to help inventors in understanding the value of protecting their intellectual property and how to navigate the patent process. Staffed by former Supervisory Patent Examiners and various IP specialists and attorneys, the IAC answers questions and assists independent inventors with filling out necessary forms. 

 


Investment Credit for Property Owners

As a property owner, you can use Form 3468 to claim tax credits for investing in certain improvement projects on your property. Eligible types of projects include restoring, preserving, or upgrading an older building); producing and storing alternative energy such as wind, solar, or geothermal; generating clean electricity using coal; converting coal, petroleum, or biomass into usable gas; and projects that reduce greenhouse gas emissions. 

 


Low Sulfur Diesel Fuel Production Credit

Qualified small business refiners may use Form 8896 to claim a tax credit for producing low sulfur diesel fuel. 

 


Manufacturers' Energy Efficient Appliance Credit

Companies that manufacture dishwashers, washing machines for clothes, or refrigerators can claim a tax credit for each type of qualified energy efficient appliance they produce. The credit amount is based on the type of appliance, its energy efficiency, and for dishwashers and clothes washers, the amount of water it consumes.

The Manufacturing Extension Partnership (MEP) is a nationwide network of centers providing services from innovation strategies to process improvements to workforce development, with a focus on helping small manufacturers develop new customers, expand into new markets, and create new products. 

 


Manufacturing Extension Partnership (MEP) Funding Opportunities

The Hollings Manufacturing Extension Partnership (MEP) advocates Federal Funding Opportunities (FFO) for projects designed to enhance the productivity, technical performance and global competitiveness of U.S. Manufacturers. FFO's are implemented through MEP's National system consisting of; 60 Centers, 440 Service Locations, 1,300 Center Staff and over 2,100 Service Providers. These opportunities help encourage the creation and adaption of improved technologies and provide resources to develop new products that respond to changing market needs. 

 


Meduium and Long-Term Loan Guarantees

The guarantees are designed to help U.S.-based exporters secure competitive financing for their international buyers. EXIM guarantees term-financing, generally up to 12 years, to creditworthy international buyers in both the private and public sector, and finances local costs up to 30%. 

 


National Energy Technology Laboratory (NETL) Unsolicited Funding Proposals

The U.S. Department of Energy (DOE) encourages businesses, organizations, and individuals to submit self-generated, unsolicited funding proposals that are relevant to DOE’s research and development mission. National Institute of Health's Small Business Innovation and Research (SBIR) Grants

The National Institute of Health (NIH) SBIR and STTR programs are an integral source of capital for early stage U.S. small businesses that are creating innovative technologies to improve health. These competitive programs help small businesses break into the federal research and development (R&D) arena, create life-saving technologies, and stimulate economic growth. Both the SBIR and STTR programs are divided into three phases. NIH has special technical assistance and gap-funding programs to help small businesses move their technologies from the lab to the market. 

 


National Institute of Standards and Technology (NIST) Grant Programs

The NIST mission is to promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve quality of life. As an eligible small employer with fewer than 25 full-time employees, you can use Form 8941 to claim a tax credit of up to 50 percent of premiums paid for your employees’ health insurance. 

 


Small Business Innovation Research Program

The Small Business Innovation Research (SBIR) program encourages U.S.-based small businesses to engage in federal research/research and development (R/R&D) that has the potential for commercialization. Through a competitive awards-based program, SBIR enables small businesses to explore their technological potential and provides the incentive to profit from its commercialization. The program provides access to funds committed by federal agencies with large extramural research and development budgets, including the Department of Defense, Energy and Health and Human Services, among others. 

 


Small Business Lending Fund (SBLF)

The Small Business Lending Fund (SBLF) provided capital to qualified community banks and community development loan funds (CDLFs) to encourage these institutions and Main Street businesses to work together to promote economic growth and create new jobs. Through the SBLF program, Treasury invested over $4.0 billion in 332 institutions, structured to incentivize increased small business lending. Small Business Technology Transfer Program

The Small Business Technology Transfer (STTR) is a program that expands funding opportunities in the federal innovation research and development (R&D) arena. Central to the program is expansion of the public/private sector partnership to include the joint venture opportunities for small businesses and nonprofit research institutions. The unique feature of the STTR program is the requirement for the small business to formally collaborate with a research institution in Phase I and Phase II. 

 


Special Employer Incentives (SEI) Program

The Special Employer Incentives (SEI) program, which typically lasts up to 6 months, encourages companies to hire eligible veterans identified by VA to provide training and practical hands‐on experience. VA facilitates the process by identifying suitable placements and coordinating efforts between all parties. Benefits include: reimbursement of up to 50 percent of the Veteran’s salary during the SEI program, VA‐provided tools, equipment, uniforms and other supplies, appropriate accommodations based on individual needs of the Veteran, and VA support during training and placement follow‐up phase to assist with work or training‐related needs. Employment is expected to continue following successful completion of the program. 

 


State Trade and Export Promotion (STEP) Grant Program

State Trade & Export Promotion (STEP) Program: The State Trade and Export Promotion (STEP) Program is an export initiative to make matching-fund awards to states to assist small businesses enter and succeed in the international marketplace. Activities to support small business exporting under the STEP Program are provided to eligible small business concerns (“STEP Clients”) located in states, territories, and the District of Columbia. The program’s objectives are to increase the number of U.S. small businesses that export and to increase the value of exports by small businesses. 

 


Tax Incentives in Renewal Communities (RCs) and Empowerment Zones (EZs)

For businesses that hire local residents, upgrade their equipment needs, and build or rehabilitate commercial property, there is substantial cash savings possible on taxes paid through special federal tax incentives reserved exclusively in Renewal Communities (RCs) and Empowerment Zones (EZs). These employer incentives include yearly employment and work opportunity tax credits, as well as accelerated depreciation through commercial revitalization deductions (CRDs). There are also substantial capital gains tax savings available to qualifying businesses in Renewal Communities and Empowerment Zones, and incentives for businesses that upgrade their equipment needs. 

 


Taxpayer Advocate Service

The Taxpayer Advocate Service is an independent organization within the IRS that offers free help to guide business owners through the process of resolving tax problems that you haven’t been able to solve on your own. Each U.S. state and territory has at least one Local Taxpayer Advocate who is independent of the local IRS office and reports directly to the National Taxpayer Advocate. 

 


The Advocacy Center

The Advocacy Center coordinates U.S. government interagency advocacy efforts on behalf of U.S.-based exporters bidding on public-sector contracts with overseas governments and government agencies. The Advocacy Center helps to ensure that sales of Made in America products and services have the best possible chance competing abroad. Advocacy assistance is wide and varied but often involves companies that want the U.S. government to communicate a message to foreign governments or government-owned corporations on behalf of their commercial interest, typically in a competitive bid contest. 

 


The Consolidated Screening List (CSL)

The Consolidated Screening List identifies parties for which the United States Government maintains restrictions on certain exports, re-exports, or transfers of items. Exporters can use the CSL search engine to help screen potential parties to regulated transactions. In the event that a company, entity or person on the list appears to match a party potentially involved in your export transaction, additional due diligence should be conducted before proceeding. 

 


Trade Adjustment Assistance for Firms

The TAAF program helps U.S.-based businesses develop and implement business recovery strategies by providing financial assistance to manufacturers affected by import competition. Sponsored by the U.S. Department of Commerce, this cost-sharing federal assistance program pays for half the cost of consultants or industry-specific experts for projects that improve a manufacturer’s competitiveness. 

 


Trade Compliance Center

The Trade Agreements Compliance (TAC) program is an international trade complaint center that helps U.S.-based businesses reduce barriers to international trade. Once a trade barrier is identified, TAC develops a strategy to address the problem by working directly with affected companies or industries, ensuring that U.S. trade agreement rights are safeguarded and the full benefits of our trade agreements are realized by U.S. businesses. 

 


Trade Missions Programs

The U.S. Department of Commerce organizes regular overseas trade missions for U.S.-based firms to explore export opportunities by meeting directly with potential buyers in their markets. Through its overseas Foreign Commercial Service offices, the Department of Commerce also supports certified trade missions organized by state and private sector organizations. 

 


Trademark Assistance Center

The USPTO Trademark Assistance Center (TAC) provides free information about the trademark registration process and responds to inquiries about the status of trademark applications and registrations. 

 


U. S. Export Assistance Centers (USEACs)

U.S. Export Assistance Centers (USEACs) provide front-line outreach and service operations for U.S.-based exporters through the assistance of International Trade Specialists, based in more than 100 locations throughout the 50 U.S. states and Puerto Rico. 

 


U. S. Foreign-Trade Zones (FTZ) Program

Foreign Trade Zones (FTZs) are designated locations in the United States where businesses can enjoy reduced duty and customs-related costs by allowing delayed or reduced duty payments on foreign merchandise, as well as other cost savings. 

 


Work Opportunity Tax Credit

As an employer, if you hire individuals from certain target groups, you can use Form 5884 to claim a tax credit covering 25 to 50 percent of those employees’ wages. Eligible targeted groups have consistently faced significant barriers to employment, and include certain veterans, certain ex-felons, recipients of SNAP assistance (food stamps) and various other assistance programs, designated community residents, and vocational rehabilitation referrals. 

 


Working Capital Loan Guarantee

EXIM's Working Capital Loan Guarantee does not replace an exporter’s regular bank; rather, it works with lenders to provide a loan guarantee that backs the borrower’s debt in the event something goes awry. EXIM provides a 90% loan-backing guarantee, decreasing repayment risk and increasing the lender’s willingness to extend a loan. With EXIM support, exporters can borrow more with the same collateral, secure performance and bid bonds necessary to win projects, and increase their global competitiveness.
